The Saddleback Valley is home to the city of Mission Viejo. The city was named after the Rancho Mission Viejo. It is an extensive Spanish land grant in which the community was created. Located in Orange County, California, the city of Mission Viejo is one of the biggest masters-planned communities ever built as a single project in the United States. The size of the city is only rivaled by Highlands Ranch in Colorado. The city is for the most part residential, in spite of the fact that there are a number of offices and businesses within the city limits.

The city of Mission Viejo is a general law city. The five members that compose the City council are elected at-large, with each council member serving staggered four-year terms. City council members cannot serve more than three consecutive terms of office The City council elects a Mayor and a Mayor Pro Term from among themselves annually. The Mayor has equal legislative power with the other members of the City Council and serves the presiding officer during City Council meetings. The Mayor also serves as the ceremonial leader of the city.

In 1821, John Forster acquired three ranchos: El Trabuco, Los Potreros, and Mission Viejo. Forster also provided fresh horses to United States military forces during the Mexican-American War on the march of San Diego to retake Los Angeles. In 1907 Richard O’Neill, a cattleman, had managed to acquire Rancho Mission Viejo and Rancho El Trabuco. But by the 1940s, the bulk of ranch had already been sold to the United States Department of Defense and the O’Neill family was left with Rancho Mission Viejo. The area in which Mission Viejo was located is a hilly region that was of little use to farmers. In 1960, much of the land in Mission Viejo was dismissed by early developers as simply “undevelopable”. In fact, Mission Viejo is one of the last regions of Orange County to be urbanized.

In 1963 Alice O’Neill Avery and Richard O’Neill, both were the grandchildren of Richard O’Neill, and Alice’s son, Anthony R. Moiso, had agreed to form the Mission Viejo Company in order to deal with the demands of a developing population. They started development of a new master-planned community that would initially make use of 10,000 acres of their land. Two years later, the Orange County Board of Supervisors approved the master plan that would become Mission Viejo. A year later, the pioneering residents had moved into the newly built neighborhoods situated close to the crossing of La Paz Road and Chrisanta Drive. On March 31, 1988 the city of Mission Viejo was incorporated.
